Chief Local Elected Officials


The Chief Local Elected Officials, or CLEOs, are comprised of a designated County Commissioner from each of the following counties:

-          Clarion

-          Crawford

-          Forest

-          Venango

-          Warren

and County Executive of Erie County



  1. Approve funding per Local Plan and annual budget.
  2. Designate organization to provide and support staffing to the WDB and serve as the board of that entity.



  1. Appoint members, (totaling no less than 19 people with at least 50% representing the private sector and at least 20% workforce representatives) to the Workforce Development Board to assist in carrying out the provisions of the Act. 
  2. Approve the annual budget for all WDB operations for the workforce system in collaboration with the WDB
  3. Designate the Fiscal Agent for the region
  4. Approve the local and regional plan in partnership with the WDB
  5. In agreement with the WDB, approve the PA CareerLink® Operator Model for the region’s PA CareerLink® sites


The County of Venango is the Fiscal Agent.  However, the CLEOs are considered the grant recipient and are liable for any misuse of grant funds. 



Kathy Dahlkemper

County Executive (Office of the County Executive)
Employer: Erie County

Before taking office as Erie County Executive, Kathy worked as the Chief Clinical Dietitian at Medical Center Hospital in Conroe, and as a consulting dietitian in Erie County. Kathy also co-founded the Lake Erie Arboretum at Frontier Park (LEAF) and worked as the Director of Human Resources and Special Projects at her family’s business. Kathy received a B.S. in Dietetics from Edinboro University. Kathy was elected to the U.S. House of Representatives for the 3rd Congressional District of Pennsylvania and served from 2009-2011, and was the first woman to hold the position. During her tenure in Congress, Dahlkemper served on the:

  • Agriculture Committee
  • Science & Technology Committee
  • Small Business Committee

Kathy is an asset to the NWPA WIA team because of her various work in politics including, the Executive Education program “Women and Power: Leadership in a New World,”  being a member of the 2012 Project, serving on the Advisory Board of the Pennsylvanian Center for Women & Politics and on the Board of Directors of Democrats for Life. Outside of work, Kathy enjoys keeping up with her children and six grandchildren, hiking, biking and enjoying the abundance of Erie County’s natural resources.
