QUALIFICATIONS
· Bachelor degree in Business Administration, Public Administration, or Social Science from an accredited 4-year program required, Master degree preferred.
· 5 or more years of related training or experience
· Ability to work independently
· Ability to multi-task and prioritize projects in a fast-paced environment
· 2 or more years of experience with writing, reviewing and development of policy
RESPONSIBILITIES
· Review and interpretation of federal law, TEGLs, TEN, other guidance
· Review and compliance with state policy and procedure guidance
· Policy development, revisions, compliance
· Regional and Local Plan development, submission, review process, modifications in conjunction with State Combined Plan for alignment
· Bylaws amendments, compliance
· PA CareerLink® formal certification process, recertification, documentation, compliance
· Ensure that the Operator Review occurs annually including the review of the continuous improvement plan – evaluating contractor for compliance
· NWPA Job Connect state oversight monitoring coordination of requests for information
· Federal/state corrective action response compliance
· Coordinate Title II Adult Education and Literacy application review process
· LEP Plan coordination and submission to state
· Governance Committee staff support; ensure by laws are being followed
· Provide guidance and technical assistance to agency staff, contractors, board members, and Chief Local Elected Officials on policy interpretation and the specific requirements of policies
· Maintain a working relationship with all provider/partners.
OTHER DUTIES
· Attend staffing, training, conferences, and other meetings as required. May require travel and overnight stay.
· Maintain efficient and organized paper and electronic file structure
· Serve on committees, focus groups and other activities at the local, regional and Commonwealth level.
· Perform all other duties as assigned.
QUALIFICATIONS
EDUCATION/EXPERIENCE AND/OR TRAINING
· Bachelor’s Degree or 5 years related experience
WORK-RELATED KNOWLEDGE
· Demonstrated knowledge of data extraction, pivot tables, Excel, and Access
· Ability to maintain a high degree of confidentiality
· Workforce development knowledge a plus

This job is currently remote with occasional in-person work in Meadville, PA. Full return to in-person possible in the future.
