Qualifications
- Bachelor degree in Business Administration, Public Administration, or Social Science from an accredited 4-year program required, Master degree preferred.
- 2 or more years of related training or experience
- Ability to work independently
- Ability to multi-task and prioritize projects in a fast-paced environment
- 2 or more years of experience with the extraction, interpretation, and evaluation of data, preferably with the use of statistical models
Essential Job Duties
- Assess and analyze workforce development needs of the 6-county Northwest PA Workforce Development Area.
- Provide guidance, training, and technical assistance to frontline staff, Workforce Development Board (WDB) members, and Chief Local Elected Officials (CLEOs) regarding specific program administration or funding sources for services.
- Act as the NW PA WDB liaison, maintain good working relationships and ensure communication with US DOL, PA Department of Labor & Industry, contractors, and partners to ensure that policies are meeting goals and objectives of the WDB.
- Serve as staff liaison to designated committees of the board.
- Conduct monitoring reviews of designated workforce services delivered in the NWPA workforce development area.
- Evaluate contractor performance.
- Develop, prepare and present quantitative reports to the workforce development board that address the goals, vision, and desired performance levels, as identified by the CLEOs and WDB members.
- Organize, lead, or participate in a variety of meetings with myriad partners. Represent the WDB Executive Director at meetings as required.
- Assist with the collection, preparation, and submission of documentation/reports to state and/or federal workforce officials as well as the WDB and CLEOs.
- Perform all other duties as assigned by the WDB Executive Director.
Other Duties of the Job
- Assist in the development of the NW PA WDB Strategic, Regional and Local Plans.
- Represent NW PA WDB, at the direction of the Executive Director, at external functions.
- Seek opportunities to develop workforce partnerships and/or initiatives that supplement services for targeted populations.
- Understand state and federal policies affecting targeted populations.
- Write and review Requests for Proposals for scopes of services for workforce programs.
- Author and submit grant applications on behalf of the WDB.

- Ability to solve practical problems and deal with variables in situations where only limited standardization exists; define problems, collect data, establish facts and draw valid conclusions.
- Must be a team player, able to work independently and establish and maintain effective working relationships with supervisor, associates, outside agencies and general public.
- Must possess proven leadership skills.
- Basic office skills such as computer literacy, use of email and internet, phone systems, typing, experience using MS Office (Word, Excel, Access, Power Point), filing and knowledge of operation of office machines.
- Moderate proficiency with software applications for reporting
- Valid Driver’s License and ability to operate a truck/motor vehicle to travel offsite.
- Ability to lift and carry up to 50 lbs.
This job is currently remote with occasional in-person work in Meadville, PA. Full return to in-person possible in the future.
