WDB Members


The NWPA Workforce Development Board (WDB) is comprised of members representing business, labor, education, social services, and government agencies throughout Northwest Pennsylvania. Working in cooperation with chambers of commerce, economic development organizations, planning commissions, and others, the Board focuses its development activities on key industry segments that include electronics manufacturing, food processing, construction, health care, metal fabrication, plastics, technology, lumber and hardwoods, oil and gas, transportation, and mining. The Board also administers federal and state funds for programs targeted to adults, dislocated workers, and young people through five PA CareerLink® offices in Erie, Crawford, Clarion, Oil Region (Venango), and Warren

Ms. Unseld has also been with Edinboro University as an Adjunct Professor for over 3 years.


Caryl received a B.A. in Communications from Mercyhurst University, a M.A. in College and Secondary School Counseling from Edinboro University, and a K-12 Principal Certification from Gannon University.


Caryl's experience as an Administrator of the Adult Education and Career Readiness Program at the Northwest Tri-County Intermediate Unit 5 and the Chair of the NWPA Adult Education Coalition will be an asset to the NWPA WDB.


Outside of work, Caryl enjoys reading, golfing, and travel. She also enjoys spending the day hiking in the woods or at Presque Isle State Park.
