WDB Members

 

The NWPA Workforce Development Board (WDB) is comprised of members representing business, labor, education, social services, and government agencies throughout Northwest Pennsylvania. Working in cooperation with chambers of commerce, economic development organizations, planning commissions, and others, the Board focuses its development activities on key industry segments that include electronics manufacturing, food processing, construction, health care, metal fabrication, plastics, technology, lumber and hardwoods, oil and gas, transportation, and mining. The Board also administers federal and state funds for programs targeted to adults, dislocated workers, and young people through five PA CareerLink® offices in Erie, Crawford, Clarion, Oil Region (Venango), and Warren

William A. Clark, D. Ed. is the Executive Director of Bollinger Enterprises, Inc. (BEi) Dr. Clark will provide the oversight of rehabilitation, production, and fiscal managers and services to ensure compliance with all applicable statutes and regulations.  As Executive Director, Dr. Clark works with his board of directors to develop, implement, and execute programs that further BEi’s mission to serve people with disabilities.

Prior to being appointed at BEi, Dr. Clark was superintendent of the Warren County School District from July 2013 – June 2016. He was an Educational Consultant for the Solanco Area School District serving as interim Quarryville Elementary principal from January 2013 to June 2013.   He earned a Bachelor of Science degree from Pennsylvania State University, a Master of Education degree from Shippensburg University and a Doctor of Education degree from Pennsylvania State University. Before becoming an Educational Consultant at Quarryville Elementary in the Solanco Area School District, Dr. Clark was Superintendent at Manheim Central in Lancaster County and Milton Area School District located in Northumberland County.  In addition, he was Assistant Superintendent for Curriculum and Instruction, High School Principal, Tech-Prep Principal, and Assistant Principal at St. Marys Area School District.  Previous to moving into administration, he taught mathematics at the Franklin County Vocational Technical School.  While working in administration, he taught undergraduate students Math at Pennsylvania State University and graduate students School Law.  He has also taught graduate level classes for Wilkes University including School Law and Social Foundations and Pennsylvania Inspired Leadership (PIL) School Law, Ethics, and Leadership for Lebanon Valley College. He has thirty-two articles published in various professional journals and magazines including High School Magazine, Connections, Pennsylvania Educational Leadership, The Journal of Educational Alternatives, and The School Administrator.  Article topics include book reviews, alternative education initiatives, and strategies for Tech-Prep programs.  He also reviews manuscripts for Pennsylvania Educational Leadership and American Association of School Administrators.  Further, he has presented at several state and national conferences including; American Association of School Administrators, Pennsylvania Association of School Administrators, Pennsylvania School Board Association, Pennsylvania Association of Curriculum and Development, Safe Schools Coalition, and National Tech-Prep Network.  In addition to his publications and coursework, he is a member of Pennsylvania Association of School Administrators, Pennsylvania Association Curriculum and Development, and Pennsylvania School Study Council.  In 2007 he was awarded the Pennsylvania Association School Administrator Ralph Morgan Award for Advancement in Vocational Education and in 2008 he received the University Council for Educational Administration Excellence in Educational Leadership Award.
